Why was swine flu so virulent in Mexico

Listening to Chris Smith on ABC Radio National Breakfast last Friday, he seemed to be saying that in all likelihood there were actually a large number of cases in Mexico that were unreported (~30,000 in April) and that’s what drove the mortality rate up. In other words, it wasn’t a more virulent strain in Mexico, it’s just that the denominator was small.
